We are seeking a Skills Development and Research Manager to join our team on a contractual basis. This critical role requires a skilled professional with the knowledge, experience, and leadership to drive innovative research initiatives, facilitate skills planning, and foster collaboration with key stakeholders in the public sector.

Job Profile

The role is dedicated to promoting the integration and coordination of needs-based training in the public service. This is achieved through developing a Sector Skills Plan (SSP) and Workplace Skills Plans (WSPs), monitoring and evaluating their implementation, and managing research within the Public Sector.

Key Responsibilities

Develop and Update Sector Skills Plans (SSPs):

  • Create SSPs aligned with organisation’s scope and update them annually.

Lead Research Initiatives:

  • Manage the development and implementation of the Research Agenda and adopt innovative research approaches and methodologies.

Conduct Qualitative and Quantitative Research:

  • Oversee study design, tool development, and project management to enhance skills development in the sector.

Monitor Workplace Skills Plans(WSPs) and Annual Training Reports (ATRs):

  • Analyse submissions and generate reports to address training and skills development needs.

Stakeholder Engagement:

  • Build and maintain partnerships with universities, TVET colleges, SETAs, and public service organisations.
  • Collaborate with stakeholders to ensure effective SSP and WSP implementation.

Departmental Management:

  • Oversee the Skills Planning and Research Department, including staff management, budgeting, policy development, and compliance with legislative frameworks.

Qualifications

  • Bachelor’s degree in Human Resources, Education, Social Sciences, Management, or Business Administration (NQF Level 8).
  • A postgraduate qualification in a related field will be advantageous.

Experience:

  • At least 5 years’ experience in skills development, planning, and research at a supervisory or management level.
  • Proven knowledge of skills planning functions and relevant legislation.
  • Strong understanding of qualitative and quantitative research methods.
