Our client in government seeks to appoint a suitably qualified Senior Management Consultant whose role will include:
3.1.1. Financial Control
3.1.1.1 Manage the updating and monitoring of adherence to financial policies and procedures, in line with the PFMA, other legislative prescripts and Board directives.
3.1.1.2 Contribute to and implement the financial strategy.
3.1.1.3 Monitor, review and evaluate internal control systems.
3.1.1.4 Prepare for and participate in the external audit by the Auditor General.
3.1.1.5 Prepare for and participate in relevant internal audits conducted by entity’s Internal Auditors
3.1.2 Financial Reporting
3.1.2.1 Prepare monthly Management Accounts with variances explanation.
3.1.2.2 Prepare all legislative reporting to the Department of Higher Education and Training (DHET) and National Treasury (NT) as per their reporting timelines i.e. prepare quarterly reports for submission to DHET and NT.
3.1.2.3 Prepare annual budgets and monitor monthly the actual spend against budget.
3.1.2.4 Review month-end financial closes, reconciliations, and related analysis of all accounts.
3.1.2.5 Verify the submission and monthly reconciliation of any statutory returns.
3.1.2.6 Prepare any other financial reports and statements for financial analysis, forecasting, trending, and results analysis, including supporting schedules.
3.1.2.7 Resolve accounting discrepancies and irregularities, where possible.
3.1.2.8 Analyse monthly and quarterly expenditure reports for all cost centres.
3.1.2.9 Preparation of the annual financial statements, including notes and supporting Schedules.
3.1.2.10 Prepare presentations as and when required.
3.1.2.11 Support the CFO on all work-related requests.
3.1.2.12 Support departmental requests.
3.1.2.13 Support the Annual Report preparation process.
3.1.3 Expenditure Management
3.1.3.1 Prepare, review or approve supplier and creditor payments (including DG and MG payments) according to the Delegation of Authority (DoA).
3.1.3.2 Manage the recovery of credit notes, disallowances and subsistence and transport allowances.
3.1.3.3 Manage the allocation, reconciliation, and banking of revenue.
3.1.3.4 Manage all expenditure related queries, identify irregular expenditure, identify fruitless and wasteful expenditure and provide the information to the relevant managers.
3.1.4 Financial Accounting
3.1.4.1 Resolve accounting discrepancies and irregularities.
3.1.4.2 Prepare, review or approve all relevant journal entries when required according to the DoA.
3.1.4.3 Analyse monthly financial reports, monitor trends and drive appropriate action.
3.1.4.4 Manage creditors and oversee monthly reconciliations.
3.1.4.5 Authorise adjustments and access to financial databases (e.g. for new clients, and creditors).
3.1.5 Payroll
3.1.5.1 Draft and implement payroll administration and control policies.
3.1.5.2 Drive adherence to payroll procedures.
3.1.5.3 Coordinate and manage the entire payroll function to ensure processing deadlines and control requirements are being met.
3.1.5.4 Manage calculation of and authorize payment of termination payments (resignation/retirement/redundancy).
3.1.5.5 Review the calculation, payment, and reconciliation of payroll tax.
3.1.5.6 Manage and authorise the administration, calculation, payment and reconciliation of all Superannuation contributions and third-party payments.
3.1.5.7 Liaise with management and staff regarding all escalated pay enquiries.
3.1.5.8 Ensure submission of all statutory payments and returns by deadline dates.
3.1.5.9 Manage the preparation and reconciliation of payment summaries.
