The placed Interim Chief Financial Officer (CFO) is expected to perform all financial and payroll related functions as per the attached Job Description including but not limited to:
3.1 To develop and implement the EWSETA’s financial strategy and operations by providing executive
oversight, leadership, and strategic direction in the execution of financial activities at the EWSETA by;
3.1.1 maintaining a close liaison with the accounting authority and the executive team
3.1.2 responding to changing needs for financial information and advice
3.1.3 contributing to the financial aspects of the strategic planning process
3.1.4 ensuring that internal financial targets and budgets are fully consistent with the strategic
plan and relevant agreements with the Accounting Authority and other regulatory bodies
3.1.5 managing working capital, assets and liabilities
3.1.6 managing the accounting and finance staff
3.1.7 managing expenditure
3.1.8 managing revenue
3.1.9 meeting reporting requirements as required in terms of financial management legislation
such as Public Finance Management Act (PFMA), Treasury Regulations and Delegation of Authority (DoA).
3.1.10 maintaining systems of internal control, which comply with internal and external audit
requirements.
3.2 To provide strategic oversight and guidance regarding the development and implementation of
processes, systems and controls in the Supply Chain Management (SCM) function, ensuring compliance
with relevant legislation, Supply Chain practices and standards, and internal policies and procedures,
focusing on:
Demand management
Acquisition management
Logistics management
Asset management
3.3 To provide executive oversight of the EWSETA Facilities and Travel functions.
3.4 To participate in cross-functional leadership support as required for the engagement with strategic sector stakeholders at different forums in the Energy and Water Sector to establish the EWSETA as an Authority.
The placed Interim CFO must conduct these activities in alignment with the EWSETA Standard Operating
Procedures and Policies.
